Ishizaka Inc. Recieves First Certification under the Act on Sophistication of Recycling Businesses to Promote Resource Circulation, Launching an Advanced Recycling Model
Ishizaka Inc. has obtained the first certification under the Act on Sophistication of Recycling Businesses to Promote Resource Circulation and is launching its advanced recycling model in full earnest.
This certification recognizes the company’s role as a core resource recycling infrastructure that contributes to the formation of a regional circular economy.
The company regards this recognition not merely as a formal compliance with the framework, but as a starting point for the practical implementation of a circular society. Guided by the understanding that waste is a ”circulating resource,” the company will continue to advance its business activities to support sustainable resource circulation.

In Japan. Policies such as “carbon neutrality by 2025,” “promotion of the circular economy,” “creation of regional circular symbiosis zones,” and “reduction of risks associated with waste fires and improper disposal” are gaining momentum. Consequently, resource circulation has evolved from being solely about waste management to being positioned as a foundational element of national strategy that underpins the economy, decarbonization, and industrial competitiveness.
Under the vision “Zero Waste Design,” Ishizaka Inc. has actively participated in transforming waste into recycled resources and turn them to society as high-value circular resources. Against the backdrop of recent national policy trends and social developments, this project has been certified for a business model that integrates the following three elements:
1. Improving recycling rates: Enhancing recycling rates through the introduction of advanced sorting equipment
2. Reducing CO₂ emissions: Implementing emission reductions through recycling
3. Strengthening traceability: Visualizing the flow of resources to support ESG initiatives
The initiative aims to move beyond company‑specific waste optimization toward the development of a regional circular model that integrates local governments, businesses, and communities. Through advanced resource recovery of corporate waste, enhanced regional circulation, the return of decarbonization benefits to local communities, and the reinforcement of waste management infrastructure in times of disaster, the model functions as a foundation for sustainable regional resource circulation. As a result, the company’s role extends beyond that of a conventional waste management service provider, positioning it as an infrastructure function supporting the circular economy.
This approach also enables business partners to demonstrate tangible Scope 3(*1) reduction outcomes, articulate contributions to local communities, enhance ESG evaluations, and strengthen preparedness for future regulatory requirements. Rather than simple outsourcing of waste management, participation in this model establishes engagement within the regional circular economy.
Building on this foundation, further initiatives will focus on strengthening collaboration with local governments, establishing regional resource circulation frameworks, expanding cross‑company recycling models, and advancing data infrastructure to support the broader transition to a circular economy.
