Report on Ishizaka Gijuku’s “Special Open Lecture: History of the Waste Management Act”

A special public lecture was held on Wednesday, March 22, 2017.

Theme: “History of the Waste Management Act”
Lecturer: Mr. Fumiaki Nagaoka, BUN Environmental Issues Research Office

This year marks the 50th anniversary of the enactment of the Basic Law for Pollution Control, which served as the basis for the current Waste Management and Public Cleansing Act. To mark this milestone, we invited Fumiaki Nagaoka, who was involved in editing the text of the Waste Management and Public Cleansing Act, to give a lecture on the history of how the Waste Management and Public Cleansing Act came to be in its current form.

There were various factors behind the enactment of laws and regulations relating to waste disposal, including pollution problems and growing interest in international environmental issues.

During the course, we were given a clear explanation of what has been required of waste disposal in the past, based on the historical background.

Nagaoka Fumiaki (BUN Environmental Issues Research Office)

During his time as a Yamagata Prefectural Government employee, he was in charge of business hygiene, septic tanks, the Waste Management Act, etc. at the public health center and the main office. He was also involved in many public committee activities, such as being a textbook editor for the Japan Industrial Waste Management Promotion Center and a committee related to public projects offered by the Ministry of Agriculture, Forestry and Fisheries. His main publications include “Introduction to the Waste Management Act on Weekends” (Japan Environmental Sanitation Center, 2014) and “Understanding This Much! Waste Management Act Question Collection” (Industrial Environmental Management Association, 2011).
